		<description>While not a citizen of Cleveland I think your ideas are valuable and would work in several cities.  I lived in Detroit during my time in Michigan and saw many of the same problems.  The only way to get a business to care is give them incentives.  They are mostly concerned with the bottom line, while many businesses care about people and such it comes down to the bottom line because without it, they can&#039;t care.</description>
